Proposed improvement

Allow the option for the Navigation bar to permanently float over the dashboard as it does when you scroll down. This option would allow the dashboard to remain its native size without being displaced by the navigation bar. The dashboard would then appear just like the sample in the tabs section of the wiki without requiring scrolling.

Expected outcome

When the dashboard refreshes it will not get bumped down to generate the space for the tab bar.
